The development strategy is based on five key principles including a unified system of transport of all kinds, settlement depending on the transport and workforces arrangement, sufficient connectivity between urban ecological frame and residential areas, effective engineering infrastructure system, flexible zoning system and inter-municipality cooperation.

The city is divided into a number of interrelated transport ‘layers’ or levels depending on the distance that needs to be covered: agglomeration level is the one within 30 km, the city level ranges as far as 10 km, the district level is within 5 km and the most essential – pedestrian – level ranges no further than 1.5 km. Each of the levels is based on the transport infrastructure having existed in Krasnodar before and is designed to rearrange the available resources and exploit them in a cost-effective manner.
