The special development strategy of the town of Odintsovo was devised as part of the program ‘The New Image of the Towns’ by the Moscow Oblast Governor.

The strategy intends to develop the town as a fully-fledged and independent part of the Moscow agglomeration basing on the existing railway transport framework. The railway station of Odintsovo is a ‘growing point’ of the town where the transport hub is to be located with the nearby territory developed into a high-density multifunctional cluster, combining business, residential, public and recreational functions. This cluster is to be integrated with other parts of the town by means of new pedestrian connections – that are at the same time to function as the town new public spaces.

A major priority is to enhance the connectivity of urban fabric separate parts. The strategy incorporates the existing decision to construct an overpass through the railway lines between the southern and northern parts of the city. It is also suggested that Mozhayskoye Shosse is reorganized from a transit highway into an avenue with an active public space. An essential stage of the Strategy is preserving and landscaping the existing green zone of the town and filling it with recreational functions.
