The main idea of the project is to create a full-fledged urban environment with the possibility of using the recreational potential of the Oka River and 
the coastal zone. At the moment, the territory between the river and the streets of Kutuzov and Saltykov-Shchedrin is used inefficiently, the creation 
of the city embankment may favorably affect its development in the near future.

Flooding of the territory is the main environmental problem of Kaluga, which hinders the development of a comfortable coastal part of the city.
Dust in the city is dangerous in itself, it is also an indicator of other pollutants and pathogens, especially harmful is the biological effects of fungi, bacteria and viruses that are sorbed on the dust surface and enter the human body.
The sealing of the territory complicates drainage, increases air pollution, leads to an increase in air temperature in summer.
Overheating of the territory — creates heat stress and increases the risk of cardiovascular diseases, excess mortality.
A single green frame makes it possible to provide a comfortable pedestrian and bicycle transit, while in Kaluga there is a fragmentation of green spaces.
Soil pollution — negatively affects the health of citizens.
